Certainly the recommendation for using waterslide transfers on scale models is to apply to a gloss finish surface. Application to matt surfaces can lead to "silvering", or trapped air in the roughness of the surface showing through the transfer.
If the surface is curved & the transfer wrinkles, then there are "setting solutions" which soften & shrink the clear backing film of the transfer for a better fit. These solutions can also help with silvering. These products should be available through model shops - the one I use is Revell Decal Soft, though there are others.
If you want to make your own waterslide transfers, clear or white "decal paper" is available for inkjet and laser printers. Those printed on inkjets require a coat of clear varnish to waterproof the printed detail before wetting for application.
