That's part of the strategy.

If 3 million people can't earn their own living but have to depend on the largess of The State, then that's 3 million more denizens of The Welfare Plantation, people who will depend on the government and therefore (in theory - it's certainly working here) will vote in future for the hand that feeds them.

All that money will come from those "Rich People" we hear so much about. You wouldn't think this plan would work, but people are so used to saying "Well, it's just the way it is these days; nowt to be done about it, I suppose" that it DOES actually work, for a while ...
