I agree, although I must say that I'm a big surprised that they haven't killed anyone doing this yet.

Knocking someone off a scooter with a car is a pretty dicey proposition for the scooter rider. You could bump him, and he goes straight into a lamppost, or into the grill of an oncoming car, or just bangs his head on the pavement, or maybe the police car rolls over him.

I'm sure they do their best to just get the scooter off its wheels, but I'll guarantee that the first time someone dies as a result of the process, that will be the end of THAT .... with the copper in the dock as a scapegoat to hand to whatever organization supports the decedent ...
