No, it isn't.
The pay freeze for most other public sector workers for the next few years - on top of miserable increments for the previous few years - is an insult.
NHS workers have had far more generous settlements over the past couple of years than others & are being offered an increase when others are not. Hardly an insult.
Public finances have also taken a massive hit, they are not a bottomless pit. The NHS already absorbes a very large amount of public money and, if what I have read is correct, the 1% offer will cost £500 million a year extra.
