They're on Earth, in an allegedly-'civilised' first world city, at the beginning of the third decade of the 21st century. The reason the "dirty and nasty old bas**rds ... who actually think they can say what they like to women" do it is because there isn't any comeback; we have elected successive governments to reduce the number of ordinary pointy-headed bobbies to such an extent that the police simply aren't capable of either deterring low-level crime or of solving it when it occurs. These nuisance crimes don't appear in any police bean-counters' statistics because they simply aren't reported - ordinary bog-standard city dwellers lost faith years ago in the police's ability both to deter low-level crimes in the first place and their willingness to investigate and solve them when they did occur.
The shiny-arses further up the organisation chart live in 'nice' areas so don't have a clue what real life is like for the majority, 'til someone like Sarah Everard hits in the headlines. In "ordering a report", Priti "Teflon" Patel is once again in CYA mode, not that the tame 'journalists' and news 'editors' at the Bullshit Broadcasting Corporation and Idiot TV will point out that the policing buck actually stops at the Home Secretary.
