I'm not sure you're right Dave.
2003 bikes did not have to have cats & bikes are not subject to emissions test for MoT so you could remove the cat and pass the MoT (whether removing it is physically / mechanically possible is another matter).
And the MoT regs for LED upgrades has just been revised (in the last week or so!) & aftermarket LEDs are no longer a MoT failure.
