Been a while since I was last in the US, but then most petrol stations required pre-payment before they would turn on the pump - a pain when you had to return a hire car "full". Probably a reaction to no-pay drive offs ? But technology has probably advanced since then - it was 12 years ago just gone since I last visited for the EAA Airventure at Oshkosh.
The only pay-at-pump sites I see here are the major supermarket ones, can't recall seeing one at a non-supermarket filling station.
Using mobiles in filling stations is supposedly not allowed due to increased fire risk - though nobody seems to check or sanction those who do. Obviously not as much of a risk as motorcyclists who don't remove their helment or want fuel while sat astride their bikes.
Eating or drinking while driving is a "Driving without due care" offence that carries points & a fine - enforcement requires active roads policing though, and there is precious little of that around here.
