At the bigger places with pay-at-the-pump, if someone wants to pay cash instead of use a card, then they have to go inside and pay first. Some places offer a 5% discount on the fuel for cash (to avoid paying the credit company charge) but to me, the convenience is worth the extra $1 or so on the bill.
Distracted driving is the same here - people are puffing on cigarettes, fooling with their phone, and pumping fuel all at the same time. Who's going to stop them? Not enough patrolmen on the highway to even make a tiny dent in the number of people eating breakfast, fixing their hair, and talking on the phone as they go down the road.
