Might have been that way in the past, Will, but not for a few years now. When Aprilia took them over was the start of the changes - my Breva 750ie gave me no problems in the the 5 years I had it & it scrubbed up nicely at 8 years old when the clutch finally got too heavy for me & it had to go. Piaggio's ownership has seen the improvements continue - Heather's V7 is a very well finished bike that had no warranty work at all while it was under (2 year) warranty.
A long way from my Mille GT, which was loosing frame paint from a leaking rear brake master cylinder in the showroom & burned the chrome off the downpipes in the first 500 miles. Or the California 1100i that spent more time in the dealers being fixed (electrical problems, collapsed rear wheel bearings, oil leaks, clutch problems, rear shock leaks - seemed never ending !) than I rode it. Wish I hadn't sold the Mille - couldn't wait to ditch the Cali !
