I suspect that following residents complaints they are wanting the event to be safe and not cause accidents etc. After all if the police wanted the event stopped they would merely get an injunction to make participation illegal, in the same way that they do where noisy yoofs have their cruising events. For a once a year event like this the police will have no view on it taking place except safety and with no law breaking.
As an aside I do not attend Boxing Day or New Years Day bike or car events. I am concerned about how many participants and/or spectators are still potentially over the legal limit for alcohol while driving/riding. Many years ago I went to the Boxing Day event in Wickham in Hampshire and was astounded how many were obviously intoxicated and smelling strongly of drink at the start of the event.
Other opinions may be available but this one is always correct.
