The problem is Den that to do that you would have to pull together some hard information from different sources such as your house tax, your income tax and your assets and mix it with some soft information such as the Job Centre's subjective view on how hard you are looking for a job and how much you are spending on what. That'll cost millions in IT and years of effort and at the end, the civil liberties folk will scream about data privacy and even if it did all happen, there would be a special case where someone deserving was denied so you'd be back at square 1 with people complaining its all so unfair

Sadly, we have to be pragmatic and accept we can help a lot of people, but not all and some of those we did help didn't need it.
