I am not convinced that all of those fines etc were actually applied. I believe that they are an indication of the penalties, after all the motorcyclist was not identified so the penalty shown could not have been applied.

Should they use this particular technique? Opinions will vary but we have all suffered from other riders/drivers careless and dangerous actions over the years, and sadly the police cannot be present at all of the offences so I guess it is another tool to try and curb careless and dangerous drivers.
