Was there ever a right to wild camp? I thought that was only in Scotland?

In the past I was involved with running a wildlife reserve & community owned common. One of the perennial problems was people thinking because it was called a "common" that it was an unrestricted free for all and that anyone could do anything. That included camping and we did not appreciate having to clear up the consequences = at least dog walkers bag it and take it away.
