FYI There is a bit of concern in the planners on the safety of the cargo bikes. a 40kg bike with a 40 kg lod and an 80 kg rider moving at 15 mph can do a lot of damage and there are no construction regs, especially about pedestrian impact. I suspect this will change in future.
As for Scooters, they ain't bicycles so can be controlled. The big issue is safety as they move in the pedestrian space and the UK Govt has chosen to license trials by hire scheme. The plus for the Govt is they get to see the impact (pun intended) and if they decide not to license them, either by hire or personal then only the hire companies lose out and they knew they had short contracts anyway. If Govt had chosen to allow them and then decied the safety case was too much to ignore, then folk who had bought and used them legally would be pissed off and no Govt wants to make voters even more grumpy. If you see a privately owned one on the road today, its illegal so the owner can't complain if its never made legal. This is already hapening, in the UK Kent has terminated the trials early, France is restricting them and Singapore is thinking of banning them.
