Bloody isolater taps wont turn off so need to drain complete system
Try slackening off the gland nuts on the valves before turning the valve stem, Jerry.
The gland packing seems to swell up over time & stop the valve stem turning - slacking off the gland nut relieves the pressure on the stem & allows it to turn. This worked for me the last time I had to swap out a noisy pump.
