This is a regular problem caused by crap quality repro parts, or very NOS which is well past it's shelf life.
When I get the problem I simply fit one turn of lock wire to each end of the rubber and tighten it, but not so tight that it cuts through the rubber. Been doing it for over 50 years with no problems.
Other opinions may be available but this one is always correct.
