We collaborated with HE and other consultants to look at Smart Highways back around 15yrs ago as the old method of turning on the speed limit by time of day didn't help. The new smart motorway had 3 components,
1) Managed motorway. The speed controls you see on the gantries
2) MIDAS, Incident detection through stopped traffic. Generates similar speed controls upstream but sharper, and they send a blue flashy light for a look.
3) ALR All Lane Running. I.e add the hard shoulder as a running lane.
The first two work really well and hard evidence shows the accident rate is reduced. Ignore the "knowledgeable" twits who give you their opinion, go look at the data. It works.
ALR is the problem and I was very disappointed when after teaming up with a Japanese virtual reality company to build training systems for operators so they could see simulated breakdowns and realistic traffic behaviour, HE abandoned that purchase and winged it.
Personally,I'd like to see the media make that distinction between managed motorway and ALR. We should abandon ALR but keep the speed controls. That way more people stay alive.
