Turn the tapered section, mill away half the thickness of the tapered bit, then harden (heat to orange, hold at that temp for a couple of mins, then cool in oil*. Finish hone the flat side on an oilstone & use at a slow speed in the lathe with plenty of cutting oil, clearing swarf regularly. Not a hogging tool - best to bore to somewhere near & finish with the D bit for final sizing & finish.
* Some cool in water or brine & then temper back to straw colour, but I have not had issues with using light oil (32 hydraulic or red diesel) & not tempering - YMMV. Some also coat the tool with brazing or silver soldering flux to prevent oxidation while heating, but I found that a carburising flame on an oxy-propane torch didn't cause much oxidation - just have to be careful not to overheat & burn the surface.
