Am in the same position re no car, & I live in the sticks.
Can't help with the tools, but have you got a friendly local dealer? Mine fit for free, provided I buy the tyres through them. Costs a bit more than buying myself online, but still works out cheaper than £50-£86 for fitting to loose wheels.
That's for ride in/out.
