1) It's a cheap alternative to improving faulty road infrastructure in known accident black spots.
2) It reflects the dismal driving skills of too many road users.
3) It's the ambition of an anti-private car ownership junta in local and national government.
But it will be totally ineffective unless there are police to enforce the limits.
This raises the questions:
1) In the future is it intended for the entire road network be covered by "safert cameras"?
2) Will the authorities rely on vigilante citizens submitting evidence for prosecutions?
3) Will cars have "spy" technology & speed limiters linked to control how the vehicle is driven and prosecute if limits are exceeded?
