Common problem in camera lenses & I have a couple of those where this has happened. In the case of "consumer" grade SLR lenses the cost of remediation is uneconomic, as the lense has to be completely dismantled, the glued together elements separated, cleaned, re-cemented, re-assembled and re-aligned. And that assumes that the fungus hasn't etched the surface of the lenses, requiring re-polishing. An older lense assembly possibly used something like Canada Balsam to join elements, which is easily dissolved - modern lenses use more tenacious polymer compounds & may not be possible to dismantle.
Binoculars have an additionl requirement - collimation between the two barrels to give coincident images. I have an old pair that have a collimation problem - clear lenses, but looking though them shows two out-of-sync images. Cheap item, so not worth investigating a professional re-alignment.
Can't recommend anyone to undertake such work - sorry. Maybe best to find out who a "high end" current maker like Zeiss or Leica uses for repairs & approach them. Or, if the maker of your set still exists, contact them directly for advice.
