Being born in 64 I did not witness this so a quick check online to see if a Country still recovering from a war 20yrs earlier was really so better prepared than that of today,

The cold weather also caused the sea to freeze around parts of the UK, including the Thames Estuary, the Solent, and the Mersey Estuary, a rare and dramatic event causing significant disruption to shipping and other maritime activities."
