Laminated glass does not shatter. With severe impact, whether an aircraft wheel nut (yes it happens) or a hammer blow, the PVB inter layer hols the glass in place even though it may be severely cracked or deformed. You will be aware of the bulge caused by impact with a persons head in a car crash. If the glass has shattered into small pieces then it is toughened (heat treated) glass. If your conservatory roof inner glass pane is intact then it is probably that the DGU was a combined toughened (outer pane) and laminated inner. This is to catch any broken outer pane glass. A replacement DGU will,have to be custom made. If however the two panes are not built as a unit then somebody cheated you on specification and price.
