Document K of the Building Regulations determines the use and locations of safety glazing for use in windows and doors.
Document N covers the use of glass as guarding.
The building Regulations allow the use of toughened glass for overhead glazing. If toughened is used as the lower pane in a double glazed unit then a safety glass MUST be used as the upper pane.
As I said the use of acid etched or sand blasted signs in the bottom corner of the glass simply show that it is safety glass. You can use safety glass in any location that you wish, but again that is a function of the Building Regulations.
Other opinions may be available but this one is always correct.
