It was quite a few years ago that the taxman realized there were individuals with businesses operating on Ebay that were not paying tax.

Its sadly typical that its taken so long for the tax bureaucrats to catch up & act.

As Geoff says people selling "old rubbish" don't need to worry unless they are doing a substantial volume of sales generating significant taxable profit.
