Has there been a change to the highway code?

Over the last couple of weeks I have come accross several instances of drivers stopping abruptly / unexpectedly to let traffic out from the left.

I get why you might do it if the traffic flow is heavy / slow moving but if traffic is light why would you ?

One of these almost caught me out as the driver stopped so abruptly and no I was not driving right up his arse.
