You're right; it's always best to do what the law allows. Here, it's ignorant people, thinking they're being "nice", stopping in a roundabout to let someone in from outside. No one is expecting that and it causes crashes.

It's fine to "let people in" to a traffic queue if traffic is already stopped, but hitting the brakes unexpectedly is a costly courtesy....
