it only very recently that the chinease have been able to manufacture balls for ball point pens, the quality needed was to good for the machinery they had , they used to import balls to make pens
they have now got the largest (milage) of hi speed trains, they can copy the trains (they did) but they are not good enough to make the wheels and bearinmgs
