Hi Den, the daughter is going to be speaking to him so they both go to a solicitor. She is a smart woman and an accountant for a London company but her office is her house in Exeter now.
She does need to act fast before he becomes unable to make a decision.
This lead poisoning first showed when he was about 50 with dizziness so he could not go into roofs or use ladders much so he stopped working at about age 58 and lived off savings. With hindsight, he would have been eligible for benefits for injury at work but he had never claimed anything being self employed. Makes me feel lucky that my problems are mostly aches,pains and bad bones.
This attendance allowance is for those over 65. If under 65, there is the Personal independence payment scheme. I had applied for this for a 26 year old Grandaughter who was born with one eye not working at all. She got the payment but had missed out on about 20 years of the scheme.
That girl is now back training at Exeter college for social work employment assessing the needs of young disturbed children. Hopefully a job may come along.
