Heavy steering problem?

Ah - a Megola. Heavy steering the least of your problems on one of those - no clutch & direct drive to the front wheel are more of an issue. If the engine is running, the front wheel is driving. The recommended method of dealing with stationary traffic was to ride around in circles, slowly, until you could move off again !

IIRC the model shown is the "touring" version - there was also a "sports" version with dropped bars.

The PS Speicher museum in Einbeck, Northern Germany has a working one and they have a video showing on a screen behind the bike of it being started & ridden. Having seen the video, I can see why they didn't catch on !

I presume the engine was regulated in the same way as aircraft of the era - by cutting cylinder sparks?

No! It had a butterfly valve in the hollow crankshaft.
