This seems like a ludicrous idea, and seems extremely hard to enforce properly. What happens to teams that buy bats after the bat testing, or when a bat breaks throughout the year and a team needs to buy a new one after the testing has concluded. Or a team that doesn't get any bats tested, are we going to have a league where a large portion of the teams forfeit because they don't have legal or sanctioned bats. I know the idea is to try to stem people from using rolled or shaved bats, which I never condone or see the point it's just Sunday softball. Than again I'm not a power hitter so shaving a bat to add some distance to my 150 ft line drives doesn't do me any good.
Teams that roll or shave bats will just do so after the bat testing takes place.
Concerned that Sunday softball is becoming to regimented, and more work than the fun its worth.
