It's not the lack of a tach that makes this set up special. It's the fact that the gages have actual numbers on them instead of the typical tick marks. Export? no, it's a cop car dash with a certified 140 mph speedo. Very rare for 1967.

No Doubt on that a minus tach with the brake light is rare, wonder if all the cop dashes were tach delete? or were they special ordered as well, maybe some of the seasoned guys may know? But still there were cop cars in every state, my point was that you would think they would show up more than they do, pretty clear that they have numbers, and a tach speedo with turn signals and no tach just seems strange to me, why would it be a delete? must be a reason? It's a question

I think there is probably a simpler answer than it a cop car speedo cluster, once in a while a 140 speedo only will show up, and as a collector of 67 tach dashes, and these parts you never see the other gauges for sale, or a delete tach, new or used.
However, I do not even have a FB account, so maybe they come up there once and a while? Don't know, so what may be a dumb question to one would may be solution to others.

Automatic transmission. Tachs were generally associated with clutch cars for driver information purposes.

Hmm, interesting theory, so is that just in the cop car gauges? Cause I have never seen a tach delete in any 1967 B body gauge package, auto or stick, (unless home made), or is this just in the cop cars? Appears it should correct w/ parking brake light in it. Would be interesting to see a police car pamphlet if GM even made the pamphlets.... I should look in my GM parts manual and see if there is part # for these gauges individual. I have seen other parts listed as police or taxi in the part books.

The cop gauges are different, some on the 68 set up I have for sale. The speedo is a 2MPH certified cop car unit.

I figure the specific gauge cluster was done specially for police use. Many forces specify that a police car must have temperature & oil pressure gauges, but a tach & clock were frills and only added to the cost of a tender for a fleet. A certified speedo was often a special-order but the 140-mph speedo was usually standard on the police car package.
As an example, Chevy didn't offer temperature & oil pressure gauges on 69/70 Big cars but only the police package cars had the special triple gauges in the clock spot. They had the 140-mph sweep speedo as well, so that is consistent with the '67 in the e-Bay auction.

The car is in Ohio. Here's a vintage picture of one just like it in service. Who knows, maybe this is the very same car...

Could it be an export gauge setup put in later in life before 1984? (not sure gauges were offered in export or why they would be different. The cowl tag says bench seat, but the rest of the numbers appear clearly odd from Warrens page.... at least what I can tell from that page?
Interesting non the less. appears to be F-40 by front sway bar and rear track bar being small on each end, no sign of ever having a sway bar, tach gauge speedo by turn signals, and where the tach is does have the "brake" light unlike the clock delete.
Would export be in RPM's may be a reason? but I think I have seen these gauges at one time in a 67 in pics, one fender shows BB but cannot read it, even blowing it up, so it could of been even a 327 small block car w/T-400 because of 12 bolt, PDB appear right with the 15 inch wheels semi complete, rough unit non the less.
