from 1909 to 2012 IMS never asked for a dime of taxpayer money. In fact, IMS even paid for a major flood control project outside of the Speedway just to keep flood waters out of IMS (now it would have to be a MAJOR flood just to get out of the channel, let along getting into IMS). But, in 2013, IMS is asking for taxpayer $$ in order to keep "this iconic facility competitive in the sports and entertainment world."
