According to Wikipedia Red means Only the essential activities will operate.
But the Gov of Jalisco and the President of La Huerta can do their
own thing, so its hard to say where we are at.

Orange says "Non-essential activities and public gatherings may resume
but at a small scale". It doesn't define small scale.

Green says "Every aspect of the everyday life will return to normal."
I don't think that will ever happen, at least not normal as in like
it was before COVID.
