Only if you are crossing the land border is there a requirement that the pre-departure test you show must be from the United States. There have been situations where an individual is flying from Mexico, but lands in the US and drives across the border home. In those cases, yes, they would need to stop somewhere to get their American test results. If they are flying directly from Mexico to Vancouver, their test result from Mexico (provided it is valid) will be sufficient. And just to be perfectly clear, the Mexico test is accepted even if you have a layover or connecting flight in the U.S. as long as you're still arriving in Canada within the 72-hour deadline.
