Weddings, birthdays, quincineras all go late. The music for the rodeo used to go until 6 in the morning at the casino.
Loud music until the wee hours or even sunrise are a Mexican custom.
Plapa Joe's is for the gringos and normally is over at 10 or so. Las Cabanas is for the locals and they start at 11 pm until 6 am.
As irritating as it is, it is normal for Mexican fiestas. As La Manzanilla has grown so to has the demand for celebrations in La Manzanilla.
