When I had a boat moored in the bay and there were Toros around I would buy some shrimp from the local fishermen and sit still in the boat and chum them up. When they really took to eating the shrimp I would fly line a piece of shrimp with a hook on a long flouro carbon leader and they would not hesitate. I would sometimes catch and release half dozen big ones. Not good to eat in my opinion but Toros a a bullish hard fighting fish
