I was there this morning. Appointment is definitely needed. You can wait in line with your paperwork which she will inspect and verify and then give you an appointment. The agent is fairly new to Melaque and very friendly and efficient. Things are slow at the moment and you might be lucky enough to get an appointment later the same day, but that won’t be the case as things get busier. Sadly it did seem that the only way to get an appointment is in person.
