I would guess that means sometime in 2022
I was curious as to which states were red, searched and found this

Of note in that article -
"324,897 people have now been tested" - That is a very low number of test.
I don't get the scenario below, if the states can do what they want
why would Yucatán care what color they are on the map?

man, described the federal guidelines as examples of what states should do.
However, the health authorities of each state and Mexico City have the
power to decide which economic and everyday activities can resume, he said."
