All foreigners need a Mex tax number by July 1st Posted by Kathy B on May 24, 2022, 12:32 pm Mexican Daily News reports that all temporary and permanent residents aged 18 and over must have a tax number by July 1sts, even if you do not earn income in Mexico. The article does not say how one can obtain this number. Does anyone know how to accomplish this task?

I followed one yesterday, found out that I in fact had a RFC and what it was, I am in the process of having it confirmed bye government website (Mexico). It is a process but if you go step by step, you can either find the information or register to get the necessary information.

The latest changes to Mexican law will require foreign residents to: 1. Get RFC numbers (Registro Federal de Contribuyentes) from SAT-Hacienda to register as a taxpayer-resident in Mexico, and then 2. Get a "Constancia de Situacion Fiscal" document from SAT-Hacienda, as proof of Tax - Fiscal registration with SAT, and 3. That "Constancia de Situacion Fiscal" document will be necessary to be an electricity (CFE), water, or internet customer in Mexico. Further, any buying or selling of a car or house or property will also require having an RFC and the Constancia de Situacion Fiscal document. Sidelights: First ... Unfortunately, these actions directed at fat cats & big criminals, also flow down over the rest of us, who are living simple lives, uncomplicated by money laundering, gun-running, & drug smuggling. These new requirements are being driven by the USA's ongoing War on Drugs & USA's War on Money laundering - pressuring Mexico to address these problems, which then flows down onto the rest of us, just like the USA's 2009-2010 new laws on foreign bank accounts & the 2009-2010's new laws driving US banks to cut off accounts by 2017 for Americans living abroad. Second ... These new requirements come at a peculiarly difficult time, because the SAT-Hacienda systems for creating new RFC accounts are working very poorly these past months. How to Register for an RFC Appointment with SAT-Hacienda: SAT's current system for registering for an RFC requires the foreigner to register online to get an appointment to come in to an SAT-Hacienda office, to both register, get ID fotos & supply fingerprints. SAT Online Appointement Website: https://citas.sat.gob.mx/ When online at the SAT portal, we request an appointment ( "Registrar Cita " ), and then choose the option as an individual taxpayer ( "Persona Fisica " ), and then enter your CURP number. Also note that you will need to take an official copy of your CURP document to your SAT appointment - so keep it handy when you get it out to register online for your SAT RFC appointment. The next parts of the online SAT RFC appointment request process are straightforward: On the next page after entering your CURP, you select the service you want (RFC appointment), & choose the state you whant to appy in. NOTE: ... Our local Merida SAT-Hacienda office has been taking 2 - 4 months to issue appointments, so many people who need to buy or sell a house, property, or car have been making their appontments at either Campeche's or Chetumal's (Q. Roo) SAT-Hacienda offices. After you select the state you want to apply in, you will either be given the option to choose a date on a calendar, or you will face a notice that says no appointments are available at this time - which is why many foreigners in Yucatan are jumping to Campeche or Chetumal (Q. roo), but even those appointments are filling up now. If you face the "no appointments available" option, you will then have the option to choose to enter a virtual line - queue ("fila virtual"), which gets you in to the system, but the last 3 months of internet reports by foreigners show that you may not get a notice for an appointment for another 4 months. Applying for a spot in the fila virtual, and then entering your email, enables SAT to send you an alpha-numerical "token" that is used to join the virtual line. At that point, you sit and wait, and moniter your email for a notice from SAT notifying you of your appointment date. As you go in for your appointment, you'll need a short list of documents. The current SAT website lists: ~ A valid migratory document (your Residente visa card); ~ A comprabante, (proof of address), like a bank statement, CFE electric bill, or copy of your rental agreement-contract. ~ Your passport Note ... Assorted internet reports describe that many SAT officies are also requiring that you show a copy of your CURP document, even though this is not reported on the SAT website. Recent internet reports also describe that you should bring a USB memory stick, for SAT to download a personal digital signature "firma digital" for future use. At that point SAT takes your ID foto, takes your finger prints (all at no charge). Finally, recent inteernet reports say that the process takes about 40 minutes. Final Note: As these new requirements come online, there will be consequences from the new legal requirements: People who want to sign up for internet services, for water services, for CFE accounts ... or to buy or sell a house, property or car, will have to provide both their RFC number, and their Constancia de Situacion Fiscal document. ... You hear him mentions Patreon a few times, that is how he makes a living doing this https://www.patreon.com/qroo @ 5:07 I learned something real estate related, RFC on your electric bill if using primary residence of 6 years to reduce capitol gains exemption. In the past paying capitol gains when selling Ejido land has been less strict than when selling titled property. I have a feeling that is about to change, time will tell. I applied for my RFC 20 years ago using my accountant to guide me through the process. Very recently I had a seller who was thinking about getting and RFC, I called my accountant and he still provides that service. His name is Manuel, he speaks English betelgrupo@yahoo.com.mx. There are probably others in town who will assist in that process as well. Maybe they will post here.

The generic RFC would be your only option. If you already have an RFC much of the information you will need can be found on a document you can get online called a Constancia de Situación Fiscal. I have a video on how to get that document even if you do not have a password for SAT – that is Mexico’s version of the IRS. I suggest you print that and take it down to the CFE office. You may be asked for this same document by other businesses to assist them in preparing their official tax receipts for goods and services they provide you. So it’s good to keep handy – and if the info on it is incorrect – you should head to SAT and get it rectified to avoid headaches in the future. The next thing on the list is your name (nombre). Hopefully you don’t need my assistance for this one. Domicilio Fiscal de Receptor (código postal) Fiscal domicile (zip code) For business activities, that is the zip code for the principal location where that occurs. If that does not apply to you – as it does not for most retired expats – it is the zip code for principal place where you realize other activities: aka your place of residence in Mexico. Since this is for your light bill, it’s safe to use that zip. Residencia fiscal (cuando sea extranjero) Fiscal residence (when it is a foreigner) This one confuses a lot of people and it is actually a VERY important one to answer correctly. This is asking for your fiscal residence, meaning which country are you considered a tax resident. Tax residents of a Mexico can potentially be taxed on their worldwide income. So, how do you know what your fiscal residence is? Well according to Article 9 of Código Fiscal de la Federación, you are a fiscal resident of Mexico if: You have established your home in Mexico. However, if you have a home in Mexico and another country, Mexico will be your fiscal residence if it is the center of your vital interests. The test for that is whether more than 50% of your income originates in Mexico or Mexico is principal place of your professional activities. And for Mexican citizens, the presumption is that you are a fiscal resident unless you can prove otherwise. If you have questions about whether you are a fiscal resident of Mexico or not, you can ask the folks at SAT or an accountant – not this guy. The next thing we have on the list is for foreigners is número de registro de identidad fiscal (ID cliente extranjero). This is just for those foreigners who used a generic RFC back in step one. CFE may ask you for the tax number or identifier from your home country – for example a social security number –from your home country (i.e. your fiscal residence). Next on the list is régimen fiscal del receptor – which in English is fiscal regime (or system) of the receiver – So, now that I translated it – you probably know what they want. ..right? No? Okay, I’ll go into more detail here. Well, for tax purposes in Mexico they have different classifications of people and businesses. They are coded 601-626. If you printed your constancia de situación fiscal, like i mentioned earlier, and if it is correct, your classification (regimen) is on page #2. Mine is “no fiscal obligations” (coded 616) and most retirees will fall into this one. 616- without fiscal obligations Another common one for folks who may own property in Mexico but not reside here permanently is 610- Residentes en el Extranjero sin Establecimiento Permanente en México If you work in Mexico, you will fall under another category. For example, people receiving a salary are normally classified as 605 – Sueldos y Salarios e Ingresos Asimilados a Salarios. If you are not sure how you should be classified or if the classification is wrong on your Constancia de Situacion Fiscal, you need to get with the good folks at SAT. Again, 616 – no fiscal obligations is the popular choice here. And that brings us to the last one on the list — USO CFDI – Or use of the factura. You might be thinking, well in the case of a CFE bill the use is to keep the lights on, right? Well, it’s not as simple as that. We have to choose another code here. This one is easier than the regimen fiscal. In the case of electricity, the most common code is G03 – gastos en general – general expenses Well, there ya have it. Now, hopefully, you have some idea how to answer these questions for CFE and even for other companies who will be asking for updated client information to comply with the changes in Mexico’s fiscal law. If you are new to life in Mexico, you may be wondering why this is so complicated. Well, that’s just Mexico. When it comes to getting things done – especially where the government is involved – virtually any procedure you will encounter can best be described with two words: “unnecessarily arduous”. In fact when it comes to “ease of doing business” compared to other countries, Mexico is ranked #60. For comparison purposes, the U.S. is ranked #6. That should give you some idea what to expect. If you’re going to make Mexico your home, you’ll have to learn to deal with things like this or you’ll likely be pissed off and frustrated a lot. I actually know more than a few expats who returned to their countries of origin because they could not adjust to this aspect of Mexican culture. I just expect everything to be a “unnecessarily arduous”, and on those rare occasions when it is not, I tell the tale of my adventure to my friends at happy hour like I some type of conquering hero. At the end it was confirmed by email that I am now in a Virtual Queue. I picked Ciudad de Guzman as my location. I will then get an email with an appointment date. I found how to do it online at https://immigrationtomexico.mx/what-is-an-rfc-and-10-steps-to-get-one/ Or just google how to get a RFC and the above link shows up on the search engine. The instructions were very clear I thought. I logged in later with my CURP number, name and email address to check my status and I believe it says I am third in line. Anneli

On that page I click on - show more - and I see the link to the transcript. I click on that and I get the code of the page but I don't see the transcript. You must have seen it or you couldn't have copy pasted the dialog. I tried it on Chrome and Firefox, not sure why its not showing up for me (maybe someone can help me figure that out) Anyway, if you can copy paste the entire dialog and the link to the YouTube then you are just a step away from copy pasting the address. At the top of every web page, Facebook page etc. is the address bar. The address (URL) starts with https:// or https://, if you click on it it will burn blue, you right click and select copy. Next you go to the white space on the message board where you post a message, put the mouse arrow in that white space and left click, then right click and select paste. Your have just linked. In fact it should not be called the Internet it should be called LINKS because that is what it is, a bunch of links.

Re: Information the CFE is wanting Posted by Erin S on May 26, 2022, 2:17 pm, in reply to "Re: Information the CFE is wanting" Initially, I used my CURB number to see if I even had a RFC account, which I evendently did, now this is where it got sort of crazy, you have to fill out a number of questions. The on line form starts with the input of the CURP, then you need to guess the year that you initially made application. With a little bit of guessing, I picked 2018 which was the year I bought my car (a suggestion I read on line), then the postal code at the time of the application (again LM was guessed as that was where I lived in 2018), then the state, easy, Jalisco and was I working, NO, and my phone number, again what it was in 2018. I used my house phone not cell, but I suspect one or the other might have worked. And after a couple of seconds, walla the RESUTADO: Su RFC es: ############ a 13 alpha numeric ID. I have tried this several times before, always unsuccessful, but this time I managed to right set of inputs. I did get a confirmation from the Hacienda which hopefully means there is something to follow.

As Paul clearly states, it is like a cat chasing his/her own tail, everything in an ever expanding circle. This man obviously has a reasonable understanding the processes and provides a step by step method in get from A to B.
