What part do you not understand? Many states had State Directors who refused to bump their teams unless they finished in the Top 10% at Worlds. That is not fair to teams from states (like Texas) who regularly bump teams in all divisions based on their in-state success, regardless of whether they went to Worlds or not. There is now a National Classification Committee watching the whole country, making sure teams in all states are treated equally. It will probably take a year or two to fix all the old problem states. The second part is kind of like the South Texas "Retro Rule" that has been in place for 3 years for the upper teams. It says that if your team is bumped from D to C and you choose to break-up and spread out rather than compete, players on your roster remain classified as C until you do compete. The new National Rule is like the South Texas "Retro Rule" - only it is for all divisions.
