Who makes the decision on what players make the team and how are coaches picked?

Coaches turn season stats in by July 8th. Mainly based on batting avg but RBIs and HRs are considered...

That's a negative. Basic ally pick 2 guys from top 8 or so teams. Coaches from those teams figure out who wants to deal with it
