My child in Seattle has similar problems & benefited from Kumon Math as far as learning math facts (MUCH progress compared to regular & special ed & home study efforts!) However, he couldn't keep up with the Kumon-required speed & accuracy standards as he progressed into double digit divisor long division, but the 2 yrs or so (from 2nd - 4th grades) were well worth the effort & minimal cost. In jr hi he attended Sylvan for both reading & algebra which appeared to be a waste of time & very expensive - his so-called reading progress was based on doing better on vocabulary tests which seemed to be over the same finite word lists - yes, he can memorize!! I saw no increase in reading fluency or comprehension, unfortunately, & the math effort was useless.
