The term Twice Exceptional or 2E means the same thing as gifted-LD and refers to a child who is both intellectually gifted (well above average) and also has some form of learning disability. Anyone who can conduct cognitive and academic assessment can test for this. Your first option would be your local public school as the school psychologist should be quite familiar with such a diagnosis. The public school is required by law to provide a free evaluation if there is the possibility that the child may be eligible for special education services. If the school is unwilling to conduct an evaluation because there is already sufficient data to rule out a special education issue, then you would need to simply find a private clinic in your area that conducts educational assessments. Your local public school district or pediatrician can probably direct you to such a clinic in your area or you can look in the Yellow Pages under "Educational Consultants and Services".
