Not true, I coach a youth team, every adult must pass a background check, etc. The kids can not be around those who do not. It is kind of complicated.
It's a violation of the law. USSSA is the only one who follows it, the rest ignore it.

They can play adult ball with parent or guardian written approval.
USSSA doesn’t allow it but others do.
