They've already had a (just short of) million dollar fine for flouting the laws.

Do you think the gov't would let mpi confiscate everything and put hundreds of people out of work?
Granted most of those who would become unemployed would have had no knowledge of the law breaking. Perhaps they could sell all his assets and pay a healthy redundancy to all the workers.
