IT seems that the first promotion of "keeper" hooks was simply to hold the top of the bait in place. I can hear a famous TV fisherman saying. "just use a herring hook for a keeper. Occassionaly you will catch a fish on it".
I reckon that if you are going to use two hooks they should both be capable of catching the fish you are after.
In fact if you think about it a bit the second hook can be very advantagous.
Try what I do, use a circle hook, say 3/0 as the top "keeper: hook and a 5/0 beak hook as a point hook.
Well it works for me. Iwouldnt risk a 20lb snapper on a herring hook.
