I used to make my own berley when I was rock hopping while living up in Whangarei for the very reason I could make smaller berley bombs to carry onto the rocks. Just save all your bonito frames, old pilles etc grind it all up mix with rolled oats and fish oil (I used to use ultrabite) cut tops off small coke bottles pack the berley into them and freeze. I used to put the coke bottle with its contents into the berley cage
