I believe he was a creation of a guy called John Wilson who wrote (as I understand it)the old classic BIll Hohepas how to catch fish and where. Not sure who the guy is at KMart, may be he is the one who appears in the Bill Hohepa Videos. Ummmm I think he's actually an actor.
