Ray Doogue,s book Saltwater Angling printed 1954 he says to boil water and add plain salt(not iodized)keep adding salt while it is boiling till it can,t take any more and then bottle your bait. If I did it I'd use plastic bottles be a bit like the old days when they used to salt the meat down for the sailing ships.
